ARTICLE XIII: AMENDMENTS

      These bylaws may be amended by a three-fourths vote of active members present and voting at the regular meeting, at which
      at least one-half of the active members are present, and voting, provided that such proposed amendments have been submitted to
      the Executive Director and to the Executive Committee, who shall then submit a report on such proposed amendments with their
      recommendations to the membership at the first business session of the regular meeting.
